e.g. when visiting my user page: https://koji.fedoraproject.org/koji/userinfo?userID=153

the link to my tasks takes me to https://koji.fedoraproject.org/koji/tasks?&owner=salimma&state=all which is invalid - there is an extra & before the first valid GET argument (owner). If I remove it the link works.
