#4439 Some unit tests fail sporadically

Depending on the order the tests happen to execute some of them fail, in part, due to the constant CONFIG being set once for all tests in plugins/hub/sidetag_hub.py

There may be other similar issues that can cause test failures depending on the random order in which they execute.
