We've been setting anon_retry=False in the defaults out of an abundance of caution since the option was added, though I often recommend that people set it to True and I have generally set it that way myself.

Situations like this Fedora infra issue can be worked around by this setting. While this situation isn't Koji's fault, we live in a world where networks and servers can be transiently unreliable. I think it makes sense to default this to True.
