From Fedora 43, where is RPM 6.0, cannot install koji-builder, because package requires sysuser kojjibuilder: 

Problem: package koji-builder-1.35.9-1.fc43.noarch from qe-copr-koji-nightly requires user(kojibuilder), but none of the providers can be installed
  - package koji-builder-1.35.9-1.fc43.noarch from qe-copr-koji-nightly requires group(kojibuilder), but none of the providers can be installed
