#495 Makefile subdir cleanup

Two items here

  1. Makefile should not descend into the docs subdir. There is nothing to do there for normal make targets.
  2. There is an unused subdirs target that should probably be removed

Another option could be creating koji-doc rpm. Not sure if anybody would profit from this. So, stating for completeness :-)

Let's leave the notion of a doc rpm for another time. Probably worth doing at some point, but that could easily become a much larger task.
