The importBuildInPlace call is an artifact of a particular bootstrap event that happened a long time ago. It's not really documented or recommended for current use.

I'd like to drop this call in the 1.15 release

Mike, is the plan to deprecate this in 1.14 and drop it in 1.15? If so, should we have two issues? one for 1.14 (linked to PR#554) and one for 1.15 (with a new PR that drops the method)?

@dgregor - not set on 1.15 per se, but that is the most likely time
