#573 RFE: repo priority in tag inheritance

Currently in koji we can just set up tag inheritance, nothing more. But when things like modularity comes to play there are conflicting packages in tags, so we need to force one version over another one. YUM/DNF supports priority conf option in repo files, so we could use that. Just need to figure out design for this in koji.

When Koji creates a buildroot, it uses a single repo to do so, so there is no prioritization at the repo level.

As the the contents of that repo, the prioritization come from a combination of tag inheritance and ordering within the tag.
