#596 koji mock-config always outputs rpm build configs

when running a command such as "koji mock-config --task 21989365" which is a runroot task the mock config you get is for a rpm build. and does not have things like dnf for package manager enabled. koji needs to output configs that match the ones used on the builders, with the same package groups, dns, package manager etc.

Note that mock has --debug-config which may (or not) be helpful to you. It merge all config (include site-config.cfg and defaults) into one config.
