Do we really need this?

The volume policy is designed to be applied to builds. Scratch builds are not actually builds.

My expectation has been that admins that want to use a separate volume for scratch would simply make /mnt/koji/scratch a separate volume.

Ok, it is probably sufficient. Let's drop this one.
