#838 regression with 1.15.0 : 'users_usertype'

When a particular build succeed using koji 1.15, the build should be tagged and a notification sent.
We are using a mail notification (not fedmsg or else) along with ssl user certificate. In this setup the build fails to notify and tag with:
: 'users_usertype'

Removing the clauses setup in kojihub.py ( using clauses = [] ) workaround the issue for us.

it looks like a duplicated issue #803

Confirmed, the mentionned PR fixed my issue.
