#91 hosts with no channels do not take assigned tasks

Assigned tasks are picked up by enabled hosts regardless of channel, except when the host has no channels. For consistency, hosts should pick up assigned tasks also in this case.

A side effect of this issue is that a restartHosts task stalls if there is an enabled host with no channels.
