#987 Replace koji rpm utilities with kobo.rpmlib

Kobo's rpmlib started as clone of koji's rpm handling functions. Would it make sense to use it as a dependency and strip some code from koji with price of adding this dependency?

Anyway, it doesn't solve #953 directly, only can move problem to kobo.

I would rather not use kobo
