I will rework it but I actually disagree, people keep asking why koji is not using createrepo_c as createrepo is legacy and on the way out.

I think this is a case where we should use the new tool if we have it

I see your point, but I still want to it be configurable.
This is principal of least surprise for admins. Createrepo_c is not just a faster createrepo. It is a complete rewrite with potentially different behavior in corner cases.
In future versions, we can look at defaulting to createrepo_c.
