#1161 bump version on master branch to keep up with updates branch

Download 1161.patch

Set version to 1.16.1 so that builds from master branch are not older than those from koji-1.16-updates branch

Though maybe something like 1.16.99 would be better? We don't have a release from master branch until 1.17

@mikem 1.16.99 would help in case if one day we'd get 1.16.2 released.

And maybe we could have a 'dev' suffix somewhere in NVR to make it obvious that this is a development version.

@mikem - oh and also there is a version field in setup.py that also needs update - https://pagure.io/koji/blob/master/f/setup.py#_29
