I do not see newRepo covered again in the patch. why do we no longer need it?

Note that Pagure pull requests follow the repo/branch you submit them from. If you update the branch, you update the PR.
For this reason it's a really good idea to make a branch for separate PRs. Otoh, when you need to update (or simply rebase) a PR, you can just change the referenced branch and don't have to open a new PR.
