Add a ResultsDB resource and API:

A role that deploys ResultsDB
Make messaging optional
It should require an existing psql secret to use and fail if one is not present
Add molecule tests to verify its deployment
Do not create an ingress/openshift route - keep it implementation independent
Add resultsdb monitoring probes
