Liberation fonts should provide small cap features for OpenType aware applications. OpenType has 'smcp' and 'c2sc' features for these.
@krasnayaploshchad will be nice, if you can provide example of where you are looking to use this and also reference to other fonts who has implemented these features.
We might take more time to work on these features, feel free if any patch etc.
OK, in LibreOffice support for turning off and on OpenType features is available starting with version 5.3, which uses a special extended font name syntax has been developed: in order to activate an optional feature, its ID, followed by an equals sign and the ID of the desired setting, are appended directly to the font name string. Yeah, fortunately, Inkscape and Scribus giving interface to control OT font features this year, also, some web browsers also handle OT font features via CSS property font-feature-settings.
