Currently, the documentation on becoming a Fedora Advocate basically says to "just do it!" However, there is also a Fedora Advocate badge with a small number of people who have earned it. There should be clear, documented steps for folks to know what the criteria is to earn this badge and how to request it.
Adovocate Badge is awarded to all of the people present in the FAS Group except 2 are not in the Group.
From my perspective, The best way to keep track of / award it is to create a reference between the Group and Badges. Whenever someone is added into the Group by administrators/sponsors, the badge would be automatically awarded to them.
As nowadays, there's an issue going on with the FAS connectivity with badges, The access to award it can be given to the Mindshare committee.

As Nashir pointed out, there should be a rule for it to get from the FAS group While it is not working, the person who sponsors (check comment https://pagure.io/mindshare/issue/196#comment-650865) the advocate can award the badge. Now this also means the advocate-mentors get access to award the badge
