#105 Move Pungi templates from pungi.py to separate files

Right now we have pungi templates hardcoded in the pungi.py. That means that whenever we want to change something there, we need to release new ODCS version. This is wrong and time consuming. Move them to /etc/odcs/ and load them from there.
