In #fedora-modularity, Nils pointed out that on Fedora 28, the odcs client doesn't work since it requires python3-m2ext, which doesn't exist.
He linked me to this patch in the ODCS RPM that removes the depencency: https://src.fedoraproject.org/rpms/odcs/blob/master/f/odcs-remove-m2crypto.patch , but the patch was removed from the specfile here: https://src.fedoraproject.org/rpms/odcs/c/c07ceaaa7737653086168373b84f2e9d89558e71?branch=master .
I don't know enough about ODCS to know why the patch was removed. Perhaps the fix is to add it back in. We did make a change recently to MBS to fix this same issue, here: https://pagure.io/fm-orchestrator/pull-request/932# so perhaps the fix is to remove those packages from the requirements.txt file here and release a new version.
This should be fixed by latest ODCS builds: https://bodhi.fedoraproject.org/updates/?packages=odcs
