After user's groups are stored in ODCS, there should be a way to know when a new is added to another groups and update those groups into ODCS groups table.

I propose only syncing new groups on login.

(Is it necessary to even store the groups in odcs? They could be retrieved on login and associated with the users session. If we're already storing them.. that's ok.)

This can be closed because no groups is cached in odcs database now.
