The only difference is making javadoc subpackages optional.

This is needed for a fedora 21 Change. Need to get this on the agenda.

Make javadocs optional approved: (+1:6, 0:0, -1:0)

One section of the Java guidelines (https://fedoraproject.org/wiki/Packaging:Java#Javadoc_installation) was updated to indicate that generation of javadocs is optional.
