#1224 Clean up the MinGW packaging guidelines

The MinGW packaging guidelines have accumulated a bit of historical cruft and bad formatting that need cleaning up.

The first 6 commits contain the removal or updating of various pieces of the guidelines

The last 3 commits contain the plain asciidoc formatting changes

When reviewing, I'd strongly recommend looking at the individual commits, rather than the overall PR diffs, as it'll be much easier to understand what I've changed / updated when not obscured by the last formatting changes.

This series is a preparatory step before updating the guidelines to deal with merging mingw specs into native package specs.

LGTM, thanks for your work! You might also want to add UCRT64 as a supported target - even though it's limited to the core toolchain for the moment.

I've rebased and also added significant docs about UCRT64 now too.

Any feedback on these changes ? I'd like to get these cleanups merged so I can follow up with proposing new guidelines for merged native+mingw specs.

Looks good to me. I don't like the un-alignment of Tag: Value pairs in spec snippets, but that's a matter of taste anyway.
