So, after i had a discussion with @pingou. We decided to close the pr -https://pagure.io/pagure/pull-request/1653 .
Now in my forked repo, it still gives me an option to create new pr.(after the pr is being closed/not merged)

That is not really surprising, the commit in that branch have not been merged upstream so of course it still offers the branch as a possible candidate for a new pull-request.

I doubt this is something we can change as we do not track branch/pr relation.
