By default we should only list milestone tags that have open issues. Otherwise the roadmap page can get quite cluttered with useless/old milestone tags.

For example, our team has ~180 milestones, but only 4 milestones have open issues. I suggest adding an checkbox on the roadmap page for listing all milestone tags, or only active milestone tags.

I think we have everything needed in the template to make this all we need it a little JS to show/hide the entire list upon request

I already have a fix for this, filing a PR later today....

Can we have a Open, Closed tab system like for issues? That way, the interface can be a little uniform.
