#2008 User with 'commit' rights cannot edit custom fields

E.g. user who is in group freeipa which has rights commit in freeipa repo. Cannot edit custom fields of an issue. But he has rights to delete the issue completely.

Expected behavior:
User with 'commit' rights should be able to edit custom fields.
