#2621 RFE for src.fpo: if someone disables PRs, they should have a readme pointing to where help can be given

I don't want PRs which will never be answered sitting around, so I guess having the ability to disable the functionality is okay. However, having some packages randomly not allow contributions makes for a poor contributor experience. Could we require a "README-contributing.md" or something before disabling PRs is allowed? Or at least STRONGLY URGE the creation of a readme when disabling the feature?


This seems pretty Fedora specific so maybe we could hack something on pagure-dist-git but I don't think we'd want this in pagure itself.
