Right now pagure rest api supports getting issues only when repo is specified (https://pagure.io/pagure/blob/master/f/pagure/api/issue.py#_316) and sometimes we may need to search issues created by/assigned to a user in all repos.
It seems like it can be solved by changing functionality of 'search_issues' function (https://pagure.io/pagure/blob/master/f/pagure/lib/init.py#_2092).
You mean something like: https://pagure.io/user/anar/issues but in the API?
