So, it turns out that some people are surprised when they can't push to a repo because "Activate pull request access only" is turned on, and they might not even remember turning that on a while ago.
It might be great to display a warning or message somewhere on the main project page, either for just the people with push access or just for everyone (but be sure to include admins when they get questions and want to debug things).
