The situation is

The owner of rubygem-exception_notificaton [1] executed orphaning procedure.
Then the owner is set as "orphan".
Then I wanted to remove the committer authority from the page [1].
But I could not edit the setting in the repository, and I do not know how to remove.

How can I remove it by myself in this case?

I made you an admin which grants you access to the settings page again (from there you can remove yourself if you want).

Note that if you remove yourself, it will redirect you to the settings page again, but you then have no longer access to it so you get a 403 error. Just ignore this error for now, it's fixed in git and will be in the upcoming release :)
