Reopen Issue
  1. Open any open Pull request via web
  2. Point cursor to the last changed line in any file
  3. Blue icon appears next to line number.
  4. Click on that.

Result: Nothing visible happens.

Expected: Open text area where I can write a comment.

Note: if you follow the steps above for any other then the last line in the file textarea appears.
