I'd like to hit "Rebase" button here e.g. ... https://pagure.io/copr/copr/pull-request/732 ... but the action fails after serveral seconds, and the button becomes red. I'm though able to rebase pull requests that I created (from my own fork).
That is true, one can no longer rebase a PR from a project that one doesn't have access to.
I thought this was a bug and was told it is a feature :(
I do have an idea on how to fix this

I think I'd be OK to grant certain set of users (or groups) to rebase my pull-requests (that is branches which are associated to open pull requests).
So the work-around is that all co-workers should grant full-access for other team co-workers in their own forks, right? (at least to those who are supposed to hit the merge button)

For now yes, sorry :(
