Issue #4611: python-arrow 0.15 support - pagure

arrow 0.15.0 has some compatibility issues with previous codes and our tests (at least) are failing with it.

Upstream bug with more info: https://github.com/crsmithdev/arrow/issues/612

We should analyze if it's possible to achieve full compatibility with previous and post 0.15 versions on our code/tests
