There is no API to update title and initial_comment on issues (PRs have it, there's no mention about it for issues in API).

This is on my radar due to a RFE from fedora QA folks.

When I filed it, I assumed that the ticket description is also a comment (comment 0). @jlanda explained that that's not the case. We need to be able to edit the initial comment (and we don't need to edit additional comments -- yet). So hopefully this ticket will satisfy what we currently need.
