Reopen Issue

Allow an user to watch/monitor a project:

  • Get notification for new ticket
  • Get notification for new pull-requests
  • Get notification for new comments on either

This would be as if the user had commit access to the repo, but without the commit access :)

+1 for the issue

I find the similar feature in Github (Watching) very useful
