In the README.rst file of https://pagure.io/gpg-macros, I try to make use of an rst option list: http://docutils.sourceforge.net/docs/ref/rst/restructuredtext.html#option-lists

rst2html renders this with and tags, and they seem to appear fine in my browser: https://www.math.uh.edu/~tibbs/aa.html

But those and tags end up being converted to text when pagure converts the file.
