#1118 Fix watching a project

Download 1118.patch
  • Fix adding user watching a project to the list of notified person (excluding private tickets)
  • Fix showing on all pages if the user is watching the project or not
  • Adjust the logic to reduce code duplication and adjust the unit-tests for that
