So after discussing with legal, given that the FPCA was specifically crafted to solve the problem of CLA asking to sign away copyrights, it was decided that we would prefer to keep enforcing signed FPCA, even if it is just to open a ticket.
Tickets can be used to attach patch (which then requires signed FPCA) and in general, the content of the ticket can be seen as a contribution to a project and therefore could be covered by the FPCA as well.
Unless someone can make the argument of what are the issues with the current FPCA (beside existing), the situation will likely not change.
