Changed name of an user to contain non-ascii characters and also changed the name
of a pull request to contain Non-ascii Characters and checked whether they were
rendered correctly.
It Fixes https://pagure.io/pagure/issue/704.

Tests are running :)

I'm seeing tests failing but not related to this PR, so let's merge.
