This cleans up the milestones UI a fair bit.

The roadmap/ endpoint is now a simple page that lists the active milestones, with a graph to show the completed % of each. The inactive roadmaps can also be viewed here.

Clicking on a milestone drills you down into the milestone page, which shows first the open issues, and the closed issues.

@ngompa changed the template-set variable name from the en_CW "status_colour" to "status_color" .
