Updated README.rst to include instructions when faced with an error
due to missing vagrant plugin.

The diff itself looks fine, but you'll have to improve the commit message, this doesn't describe what was changed merely a side effect of the change (that it fixes a ticket).

Imagine, using git log the only way I can understand this commit message is by actually going to pagure to check the ticket, you don't want to do that :)
Alternatively, looking at the diff gives you a little bit of a better idea of the change, but without checking the ticket you can't be sure.

So let's reword the commit (rebase on the top of master) and then merge :)
