This adds a new theme hook for adding a sitewide message
to your theme. It also adds a sitewide message for pagure.io
if looking at the stage deployment.

Wfm, looks like there are styling issue unrelated to your changes. I'll push a fix to your branch so we can fix the tests while at it :)
