Just to test whether I can create an empty PR without commits

Wait how!?
  1. Ensure you have two branches that are at the same commit
  2. Open a PR as you would normally do
  3. Before you click submit remove the disabled flag from the html button.
    Any decent browser should allow to do this. E.g. with firefox pressing F12.
  4. Click the submit button
