PR#577: redid the user requests list page to the new UI -

tested locally looks good to me with two questions:

Should we default to 'Open' instead of 'All'?
What about moving the status to their own column? (as in http://fpaste.org/310121/52677464/ I'm not entirely sure, so if you don't like it, it's fine as it is)

Just added another commit to move the all option to the end, and have open as the default.

Perfect, I'm running the tests locally and I'll merge afterward
