This PR adds a new parameter to allow the user to set the flask host param from a parameter in runserver.py.

The param defaults to 127.0.0.1 as it previously did to make the test instances of pagure run only on localhost, but now allows the user to set this to 0.0.0.0 so it can be viewed externally.

This commit also changes a few of the help strings removing references to packages2 and replacing them with pagure.

Looks good to me.
