This phase was for livecd-creator, which we have not used for, uh...about 22 releases, I think? We switched to using livemedia-creator somewhere around Fedora 18.

Unless I'm missing something, this phase should have been removed years ago.

Ah, I was a few years out: we actually used this phase to produce 32-bit ARM images, apparently. But those were moved to ImageFactory in this commit and are now gone entirely since Fedora 36 (I think). So we can still kill the phase, I believe, unless RHEL is somehow still using it or something.

I agree it can be removed. Checking internally, it seems to have been used last about 2 years ago.
