We have a first iteration of distributing a compose to multiple locations (splitting alternative architectures etc.). We need to fix the remaining issues with it.

• There is no metadata describing the fragment (i.e. what RPMs are there, what images are there) – we will most likely need to define a new format for a fragment of a compose.
• There is no way to track the fragment back to the original compose.
• There is no PDC integration for the framents.
