In the same way we removed the need to install pungi into runroot for createiso, we should do the same for ostree.

For some reason the ostree installer phase also installs pungi into the runroot. This should be removed as well.

The ostree helper is doing quite a lot of things. Currently there is no one complaining about the runroot requirement. Let's close and reopen if this becomes an issue.
