#407 Git tags should not contain release

The tags marking releases should be simpler. Currently make tag will create tags such as pungi-4.1.9-1.fc25. This is needlessly complicated – dist tag is completely useless here and the release is also not changing (or at least it should not change as it's for packagers).

Why not simply pungi-4.1.9?
