#585 Better error when depsolving a variant without packages

If for any reason (a typo in config for example) the variant ends without any comps groups or additional packages, running pungi will fail with error complaining about not finding any packages.

Instead, there should be a clear error message saying that the input was empty and therefore the problem is somewhere else.
